PEMERINTAH Kabupaten Sidoarjo terus memperkuat sistem pengelolaan sampah berbasis Tempat Pengolahan Sampah Reduce-Reuse-Recycle (TPS 3R). Langkah ini diambil guna menekan volume sampah harian yang dibuang ke Tempat Pemrosesan Akhir (TPA) Griyo Mulyo, Jabon, yang kapasitasnya kian terbatas.
Plt Kepala Dinas Lingkungan Hidup dan Kebersihan (DLHK) Kabupaten Sidoarjo, Arif Mulyono menyatakan, fokus utama pemerintah saat ini adalah mengurangi volume sampah langsung dari sumbernya atau dari hulu sebelum masuk ke TPA. Saat ini, TPA Sidoarjo berluas 13,8 hektare dan sudah menerapkan sistem sanitary landfill, namun kapasitasnya harus tetap dijaga agar tidak cepat penuh.
"Kalau sampah terus masuk tanpa ada pengurangan dari hulu, sebaik apa pun sistem TPA tetap akan menghadapi keterbatasan. Karena itu, TPS 3R menjadi gerbang utama sebelum sampah dibawa ke TPA," ujar Arif dalam keterangannya, Kamis (11/6).
Optimalisasi pemilahan dan pengolahan
Berdasarkan data DLHK Sidoarjo, volume sampah yang masuk ke sistem pengelolaan saat ini mencapai 500 hingga 600 ton per hari. Melalui optimalisasi pemilahan dan pengolahan di TPS 3R, pemerintah menargetkan angka tersebut dapat ditekan secara bertahap menjadi 400 hingga 450 ton per hari.

KEMENTERIAN Lingkungan Hidup/Badan Pengendalian Lingkungan Hidup (KLH/BPLH) mempercepat pembangunan fasilitas Pengolahan Sampah menjadi Energi Listrik (PSEL) di wilayah Jawa Barat.
Hal itu sebagai langkah strategis untuk menangani darurat sampah sekaligus menjalankan arahan Presiden Republik Indonesia melalui Peraturan Presiden Nomor 109 Tahun 2025.
Percepatan ini ditandai dengan penandatanganan Kesepakatan Bersama antara Pemerintah Provinsi (Pemprov) Jabar dan pemerintah kabupaten/kota di wilayah Bandung Raya serta di wilayah Bogor dan Depok yang dilakukan pada Selasa (7/6).
Tantangan serius Menteri LH/Kepala BPLH, Hanif Faisol Nurofiq, menegaskan bahwa Jabar menghadapi tantangan serius dalam pengelolaan sampah. Dari total timbunan sampah sebesar 25.660 ton per hari, baru sekitar 15% yang terkelola.
Sisanya, 85% belum tertangani, termasuk yang masih dibuang ke TPA open dumping dan langsung ke lingkungan. Ini kondisi yang tidak bisa dibiarkan.

Kepala Bidang Pengelolaan Persampahan dan Limbah B3 DLH Kota Bandung, Salman Faruq menerangkan, sebanyak 19 fasilitas pengolahan sampah tetap dioperasikan hingga menjelang hari H Lebaran.
Optimalisasi itu dilakukan sebagai upaya mengurangi ketergantungan terhadap Tempat Pembuangan Akhir (TPA) Sarimukti yang saat ini mengalami pembatasan ritasi.
“Selain itu, DLH menargetkan seluruh Tempat Penampungan Sementara (TPS) dalam kondisi kosong pada malam takbiran. Untuk mendukung target tersebut, masyarakat diimbau tidak membuang sampah ke TPS sejak hari H hingga H+2 Lebaran.”

“Kami sudah mengeluarkan surat edaran agar masyarakat melakukan pemilahan dan pengolahan sampah secara mandiri selama periode tersebut,” paparnya.

Saat melakukan kunjungan kerja ke sejumlah titik pengolahan sampah berbasis masyarakat di Bandung, Sabtu (28/2), Menteri Hanif menilai pendekatan penanganan sampah dari hulu yang dilakukan Kota Bandung menjadi langkah paling mendasar dalam menyelesaikan persoalan sampah perkotaan.
“Ini merupakan langkah yang paling mendasar untuk penanganan sampah. Banyak negara memerlukan waktu 10 sampai 15 tahun untuk melakukan hal yang sama,” ucapnya.
Hanif menyatakan, penyelesaian persoalan sampah tidak dapat sepenuhnya dibebankan pada tempat pemrosesan akhir (TPA), terlebih di tengah kondisi keterbatasan daya tampung seperti yang saat ini terjadi di TPA Sarimukti.
