#the valeyard

so for obvious reasons no one knew gallifrey was going to be basically wiped from time for a bit in there but since i think about the valeyard quite a bit, i have to wonder how he got to pre-destruction gallifrey. had to have breaking a LOT of laws in getting there. how did he get into the legal system? however he got there, could people leave in the same way? what im saying is we need several enterprising young time lords copying off the valeyard and arriving in modern* day wondering what the fuck happened in the bit of history they skipped

I like to think the Doctor did become the Valeyard offscreen after the events of The End of Time part 2 but then he regenerated into Matt Smith and just chose to never address that ever again.
