Abed would be the second choice, obviously, but he would get too caught up in the tropes and act of being a superhero and gaining enjoyment from it. It's inevitable that he would accidentally hurt someone eventually by doing what would usually be the correct act when in reality there is nuanced and the person does not WANT to be treated that way.

Jeff would abuse the shit out of those powers. He is too self-centred and apathetic. He would do the right thing reluctantly sometimes, but 90% of the time his focus would be on advancing himself.

Annie would have the very best of intentions, but she would go over the line into being oppressive SO fast it isn't even funny. Taking everyone to justice, even people who are rude or who do minor crimes.

Britta is much the same, but more filtered through ideology. She wages war on law enforcement and unethical businesses, but always ends up doing more harm than good.

Shirley would actually be a pretty good pick, as she has a very strong desire to help. However, she could become very heavy handed and I can kind of see her pulling a Mother Theresa 'convert if you want help' kinda thing.

All in all, Troy canonically has a 'heart of a hero'. Yes, he would heavily favour those he is close to, but who wouldn't? And he would also highly prioritise allowing himself enjoyment, but that isn't the worst thing. It allows himself to take a breath and remain fresh to help others. He's more easygoing than Annie, more openly heartfelt than Jeff, and more grounded than Abed. I don't think anyone else could do it like him.
