In my au, it's an on and off thing. (Mostly off)
Rubble doesn't seem to mind Starscream's behavior (He thinks it's a great opportunity for Bee to unwind and settle down from his work). But Bumblebee does.
Bumblebee would encourage Rubble to bash Starscream's head in on sight. Even when Starscream is in the air.
