El Paso was the first American city to prohibit marijuana use. This law took action in the year 1915 but had been in the making since 1913 when a police officer was killed by a man under the influence. Out of grief & misinformation, his Chief Deputy released to the media statements on how marijuana “devoids” people of consequence and conscious. According to his statements, most crimes committed are of someone crazed by the drug.

“Drug crazed from the influence of marijuana” seems like a bold statement coming from those of who have consumed the benefits of cannabis. If cannabis is so harmless, then where did that idea come from?

According to John Gregory Bourke’s Official Government Journals, Cannabis Indica entered the state of Texas during 1894 in the Rio Grande from neighboring Mexico Cities. He described the Cannabis use for medicinal and spiritual purposes. Treating asthma, to speed up a mother’s labor, and generally to keep away bad energy. All these medical uses are documented in journals written by a United States Army Captain.

Marijuana was described by Bourke to be consumed with other substances such as alcohol and cigars by the Mexicans. Unfortunately because Cannabis was often used in congruent with toloachi, marijuana was labeled as “Loco Weed”.

Bourke compared Marijuana to Hasheesh which apparently causes users to become maniacs. Hasheesh users have been reported commit murder & and act in violence. Most Easterm countries prohibit the sale of Hasheesh and several ban the use of marijuana.

So, what’s this all say about how the marijuana law came to be?

Marijuana laws were implemented under the assumption that Cannabis was the cause for people acting out against the law and each other. In actuality, the cause for people acting “Loco” is the mixture of substances.

Crime rates are down in states that have legalized & have begun to produce and regulate their own product. There’s some hesitancy to legalize in the state of Texas because of the history but it’s nothing Texas Law can’t overcome with proper crop regulation.

It’s a shame that somewhere along the way THC got mistaken for the reaction of substances that people were mixing. Instead of prohibiting THC, Texas should legalize the whole plant and focus on creating laws to ensure the safe use of Cannabis.
