I headcanon Jervis Tetch to suffer schizophrenia with a maniacal episodes and obsession over Allice in Wonderland themed things.

I think Jervis is in a very bad place mentaly, because his maniacal phase dissosiate him fully from his normal self, making him believe he is an actually character for the book. He has a visual and olfactory delusions, making him expirience the Wonderland which usually boosts his endorphine level, making him hyperactive, and excitable. This is when all the rhyming and tea parties happens. He also tends to commit his worst crimes in this phase like, kiddnaping people and mindcontroling them to play along.

And then when that phase passes, there is a low energy, depression phase in whitch Jervis is far more lucide but that only makes hom feel guilty, lonely and sad. That is why he often would try drugs or other psychoactive substances, to get back to his Wonderland, where he can be happy and free again.

It's a vicious circle. He has little to no strenght to overcome it.
