One thing Fairy Tail did do really well is the expansion of the world. We start with like a basic "here are some cities, here's the main city Fairy Tail is in" and then we expand to Tenrou Island, and then the Grand Magic games endears us to other guilds, which allows the world to feel bigger and more full. Plus we've been endeared to government officials which means we care more about the government then "12 people do the controlling." And then you have an event like Tartaros which brings in everything. And now that you slowly built the world up, you can really feel the effects of something as dark as Tartaros.
If there's any arcs in Fairy Tail that deserve all the attention and hype it's Tartaros one of the best arcs in anime history, hit after hit after hit, Lucy breaking Aquarius key, Wendy activating her Dragon Force, Gray learning his father is both dead and alive and then earning Ice Devil Slayer Magic, the fight of Mirajane vs Seilah and the fight of Minerva vs Erza vs Koyoka, by far one of the best fucking arcs

I mean, I did want him to be someone that annoys Bimet. The kind of nice that gets right under Bimet's skin and no matter what he does, he can't bend Rosulabelle to his whims even when he pulls rank over him. Can't get his money either, and Rosulabelle always rejects and foils his plans to get more money around his Whisper Garden theater, so Bimet has major beef with him. And Rosulabelle looks at him with amusement. Loves it when he's gritting his teeth or shaking like a chihuahua.
"We should be a comedy duo one day, Bimet. I'm sure the audience would love that."

And it also doesn't help that Mammon lets Rosulabelle do whatever the fuck he wants. There's a lot he can get away with, and I have a feeling Rosulabelle has some history with Mammon. I'm entertaining a funny thought that Rosulabelle's way older than Mammon, to the point of actually knowing Mammon's dad. And that Rosulabelle might be Mammon's first "crush." Crush, in the sense that Rosulabelle's one of the first devils/people/things that Mammon ever wanted to be his, but didn't belong to him. Mammon behaves oddly around Rosulabelle and it's obvious to his close devils. Example being that Rosulabelle can bypass any and all security measures in Mammon's palace to do whatever the heck he wants. And Mammon won't do a thing about it.
Rosulabelle's ability has to do with his clothing. He wears many layers like that of a junihitoe, and his ability is basically that he wears infinite layers. No matter how many you take off, you can't expose his body underneath unless he wants you to. Which he has used to his advantage whenever he needs more money to fund his next dance for the theater. Devils pay to remove a few layers at a time. Some do it with the hope of seeing his body underneath, but most understand that they won't and just enjoy the intimate act of removing his clothing. Hell, they will pay extra to jack off on his clothing and take it home with them.
Which makes it infinitely funnier when Rosulabelle tries to flirt with the Embittered Companion. His way of flirting is having the Companion help him change, and letting them see his body as bare as can be. And the Companion doesn't think anything of it. Like, they very much expected to see him naked, cause they're helping him change, obviously. Invites them for a nice chat and lets his wrists and neck show just a bit and the Companion does not give a shit. They just think he's letting loose a little and that's a good thing. And it pretty much excites Rosulabelle. An odd kind of edging for him. Feeling like a pervert underneath all these layers.
As a unit, he'd be a support unit only. Doesn't attack the enemies. Special ability gives a defense boost that can be stacked, so you're encouraged to bring him to long battles rather than short ones. When he's not using his special ability, he's probably boosting the other units charging time so the others can use their special ability faster.
