It's plausible, right?? Like what do we know:
There's considerable support for Nil being a kestrel (extremely skilled Carja soldier with special boobie armor instead of the regular uniforms who did war crimes)
Meridian isn't thaaaat big, and Helis is the leader of the kestrels, so he probably knew them all
Helis is a Freakin Weirdo but he's nothing if not dedicated, I could totally see him taking a personal hand in, erm, training his guys
Nil said he found his peace in Sunstone Rock, so before then he might have been a bit more...conflicted? Tormented? Trying to be otherwise? In my mind being recruited to the kestrels opens the floodgates on all the worst shit he's been trying to hold back in order to at least try to exist in society.
I think Helis could have taken him in as a sort of protΓ©gΓ© out of delight at his viciousness, but they have big problems down the line when it becomes clear that Nil's not a True Believer the way Helis is - he's just here to have some fun c:
