so now sequel fans suddenly have the money and resources to be publicly outraged in massive ways over the theoretical ben solo movie that was basically adam driver's own fanfiction but not when other fans and production were belittling and writing John Boyega and Kelly Marie Tran out of the actual, in-production movies for... *checks notes* existing.

Andor is filmed using the same studio as the sequel trilogy (and the new Creatures department for ILM is located in England), which is why most of the background aliens have been ST aliens. This senator is portrayed with the exact same head sclup as Lanever Villecham, Chancellor (a powerless ceremonial role when it wasn't held by Mon using all of her personal prestige and connections) of the New Republic during TFA.
I can't help but wonder if these are supposed to be the same character? He's credited as "Senator #X", but as I understand it, the credits are based on what he's called in the script. And this would be a decision made by the costuming/creatures department when going through their archive and deciding what sculpts to reuse. I could also see the story group wanting to keep it technically ambiguous in case someone came up with a story that used Villecham or the senator that preventing them from being the same person. But I think if they were intended to not be implied to be the same person, they would have trimmed or styled his beard radically differently. We know basically nothing about Tarsunt species, and they could easily be long lived enough that 30+ years is nothing, even to an elder. Especially now it feels like the High Republic is giving every 10th species the ability to comfortably live a hundred years and some decades.
Their characterization would also be consistent. As an imperial senator, he refused to see the threat of the PORD. As Chancellor- in likely a James Garfield as Republican nominee style election- he refused to see the threat of the First Order. Same rot, different decade.
