Oh absolutely. Snake is submissive in the sense that a guard dog is submissive to the sheep they protect.
He's much more gentle than you'd expect. Part of him worries he may actually hurt Otacon, but Hal isn't shy about telling him what does and doesn't feel good. (Plus he's more than willing to have Snake be a little rough with him.) David is so used to thinking of himself as a weapon, his hands not being made for anything other than war. But seeing how he can make Hal feel good, watching the man writhe in ecstasy underneath him, it reminds him that he really is human.

Hate/love to say it, but they are both definitely bottom leaning. That being said, they're the kind of couple to have a written out schedule on who tops and when. Otacon probably has minimum three spreadsheets about it.
My biggest Nsft headcanon for Otasune is that one of Snake's biggest turn ons are glasses and he would walk on burning coal for otacon to let dave give him a facial with his glasses on
