Yet training expenditure remains modest relative to the technology build: Rs 23.36 crore of a Rs 100.9 crore capacity-building allocation had been used by July 2026, with 14,853 personnel trained. This creates an implementation test beyond procurement. SCADA, GIS, billing platforms and real-time data systems create value only when they are interoperable, secure and actively used by trained utility staff. India Energy Stack could eventually improve common data exchange, but it is still a proof of concept. Operational outcomes—not sanctioned systems—must establish whether the investment is producing a smarter grid.

Madhya Pradesh's three Power Distribution companies reduced aggregate AT&C Losses to 22.76% in FY25, down from 41.72% in FY21.
