late but in the court side interview for the movie the staff said that inoue specifically chose 3D for the movie because when the staff showed him test reels 10 years ago he liked the cell-look 3DCG one the best, and you were right about the 3D being very labour intensive esp with the motion capture and they also had to develop their own tool for adding details to the models, so the sd movie using 3D is definitely not because of "budget" or whatever but because inoue wanted it specifically
