I think i figured out why morrible hates galinda.
Morrible is the wizard's secretary, so elphaba being her only student, even after galinda shows interest and is rejected, should give her some good popularity, but galimda chooses to hate her, so the whole school follows her lead. Same with when she starts to show that sje supports and gets along with elphaba.
Ultimately, that showed galinda has more influence over students at shiz than morrible. So really, morrible's just jealous and petty.
Otherwise, why didn't she help elphaba herself? Certainly would have helped gain her trust while showing her influence.
