Before industrial age we Japanese had  a lot of paddy fields like this.

Once, a Chinese statesman 李鴻章Lǐ Hóngzhāng (1823-1901) saw terraced paddy field in Japan and said, ' Cultivate mountain slopes to reach the sky.By this landscape I've realized how the people's life in this country is poor'

To maintain the population, our ancestor had to cultivate as much land as possible. But the land of Japan is too small. They sought flat places which were suitable to plant rice. And eventually they made flat sites on the mountain slopes. Day after day, year after year, for many years. Now, we can see mountain slopes covered with paddy fields.
