Q: Is the White Horse still the same building?
A: Partly. Seems like the ground floor has remained more or less the same, at least from the outside. The windows and roof are new, which makes sense - those would not last 700 years, and the tiny medieval windows are just annoying. There are chimneys, of course, added recently before the 1489 meeting. While technically possible that some parts would never have been restored, I think most of it has to have been.
The way we see the building in modern times looks like Tudor Revival style to me, which was prominent in the late 1800′s. This would make sense also considering that when we see Dream enter in 1889, it seems the whole façade of the building is different, possibly closed in with a courtyard or having been largely renovated. I believe the courtyard theory because the form seems to shift back closer to the original in 1989 than would be possible if the whole thing was redone.
So, The White Horse has been renovated countless times through the ages, most drastically during the industrial revolution and then again during the 20th century to restore it to look more like the original building.
