I feel like people don't really talk about how the Rotten Four were kind of like Isle royalty, or as close as you could get to it. From other peoples' reactions to them you kind of get the idea that they're the only ones who pull shit like this, at least on a regular basis. And they're not really stealing anything, at least not for necessity, they're literally just harassing people. And they can do this with pretty much no consequence, assumedly because of who their parents are.
