The Rev-9 seems to be the only Terminator we've seen who's actually programmed for more than basic hand to hand combat. My headcanon for why this is is Skynet era terminators have no real use for it. They're created to hunt squishy human meatbags, if it comes down to a fistfight they've already won. The Rev-9 on the other hand comes from a timeline where the the Resistance have cybernetically enhanced supersoldiers running around who can match a terminator's physical stats. They can't rely solely on their massive strength advantage to win easily so more advanced martial arts knowledge becomes necessary.
