Thinking about the way Zeno exclaims to Gideon "The Connections is done with you!" at the end of RE9. I wonder if these types of villains even cringe at the way they openly say the name of their obviously evil organisation, or do they take it so seriously and reverently that they don't even register how ridiculous they sound.
If Zeno is actually connected to Wesker’s psyche in some way, he may even be aware of how he sounds, but the Wesker in him is so dramatic that he might even enjoy this double-sided cringiness. But then again, Wesker himself had picked the name H.C.F. for his own organisation. It’s vague and mysterious (we don’t even know exactly what it stands for). It’s not often said out loud but encountered through texts or hushed whispers in-game. With how the remakes have presented him and his influence so far, Wesker seems to be a more subdued and sophisticated villain than Zeno and even than his original persona. He has more substantial gravitas, especially when Zeno was implied to have been more of a puppet to The Connections, leashed strictly to the organisational body than being a mastermind himself.
