One of the reasons I like Quinlan and Fox as a duo is because they're opposites in terms of how they want people to view them and how people ACTUALLY view them.
Fox is smarter than anyone realizes and kinder than he wants anyone to know.
Quinlan is kinder than anyone realizes and smarter than he wants anyone to know.
Fox would suffer from the public perception of the clones as a mass developed product more than a person, and while fandom tends to see him as a bit of a hardass who prioritizes his job over everything else, the few scenes we get with him show him being lenient towards some droids, emotional about the deaths of his men, and empathizing with Ahsoka's anger at someone who bombed her home. So I think a lot of people would think he's not all that intelligent, and one of the ways Fox deals with the stresses of his day-to-day life is by projecting a very professional distant persona to keep anyone from getting too close.
Quinlan on the other hand I think intentionally wants people to underestimate him because of the work that he does, he wants people to think he's a bit of a loose cannon who barely knows what he's doing and flies by the seat of his pants, improvising as he goes. If people think he's a bit of an idiot, he can probably get away with a lot more than if they know just how clever and observant he actually is. But that image he projects of someone who's more of a loose cannon also seems to come across as someone who just doesn't care all that much about anyone or anything, despite how deeply he clearly does care about people and about his work, almost to a fault.
And I think that's part of what would draw them to each other, the ability to see through both their public perception and the persona they intentionally project. They can see each other clearly because they're kindred spirits even if they're opposites at the same time.

And then in the prequels Padme tells Anakin ‘I love you’ and Anakin responds with ‘Liar’. I feel like this is their version of that classic scene from the original trilogy.
