It seems clear that Phee has feelings for Jin in the past timeline, but he pushes them down and roughly snuffs out any hope Jin might've had for anything more than fwb. The mission is the most important thing in the past timeline.

But is that still the case?

Most of his behavior in the present could be seen as manipulation, but there are a few things he does that seem different.

The morning after Por gets impaled, Phee puts a blanket on Jin when he thinks Jin is asleep. He doesn't appear to make any intentional moves to wake Jin up, so it seems likely that he has no expectation of Jin finding out about this little act of kindness.

That night at the Janta house, he seems confused about Jin hallucinating Keng. Whatever he expected, this doesn't seem to be it.

After they return to the Janta house and somehow get locked in, Jin is thirsty. Phee checks the water bottles to try to find one that doesn't have the herb in it, even giving the clear one a sniff for good measure.

The green one looks a little sus ngl.

He acts genuinely surprised when Jin starts hallucinating again. He makes a feeble attempt to get info out of Jin, but he gives up quickly and curses about the regular water having the herb in it too, opting to try to inform Jin that it's just a hallucination. It seems that he truly didn't mean to drug Jin here, and he feels guilty enough to risk Jin realizing that he knows more than he's let on.

It's then implied that Phee either tells Jin the whole truth, or he at least thinks about telling him.

Everything else Phee does in the present is ambiguous. It could be genuine, or it could be manipulation.

So is Phee still playing Jin?

It seems like he's trying to, but the more time he spends with Jin, the harder it's getting to stick to the plan.

He already has feelings for Jin, and he's surely observed over time that Jin is a lot nicer than the other guys in the group. What's more, he's now seen that Jin's hallucinations aren't the same as those of the others. He isn't seeing the masked killer (aka Non) like them.

Phee's also had the chance now to see how Jin acts under pressure: protecting people on instinct― even risking his life to protect Tan, who he's actively jealous of.

It's hard to say how Phee will react when he finds out that Jin is the one who recorded the video of Non and Keng, but given that he's seen how haunted Jin is by it, and how good Jin's instincts are when he doesn't have time to think... I'm guessing he'll forgive him.

How it'll end

We're already starting to see how much more compatible Phee and Jin are than Phee and Non were. Jin shares all of the qualities that Phee liked about Non, and on top of that they actually have things in common outside of the bedroom.

It seems unlikely that the writers would do this just to doom the pair to failure, so I'm guessing they will actually be endgame. Now, whether they survive past that endgame will remain to be seen.
