Frollo and Quasimodo's dynamic is based primarily on intermittent reinforcement through physical affection and verbal approval (Frollo caressing Quasimodo's face and speaking in a soft voice showing "concern" for Quasi's "well-being"), only to take it all away the next moment, showing severity and disapproval.

Lil bitch goes mad and set physical distance between them, and it's not the only time when he does it.

This is why I think this is pure intermittent reinforcement: keeping the victim awaiting for crumbs of affection while constantly test them to validation, even if the "reward" it's just the minimal AND especially, not frequent. Quasi could do a good job one day and being rewarded by Frollo, and the next day he would do exactly the same but Frollo would give him nothing, making Quasimodo believe that he has to constantly please Frollo to have more chances to get his approval.

It's also a way to apply cognitive dissonance, btw. Frollo knows all the tricks to manipulate.

The last and greatest example, Frollo touching his back to soothe him just to distract him from his real intentions: kill him.
