There's times it doesn't sound like him at all; but it does sound like someone on cast stepped in. It isn't giving "newcomer," it's giving "7 BBC actors and 2.5 sets. In Wales." If someone is subbing, they are well-versed in the FFXIV style, post 3.0. What I find curious is that Alphinaud also doesn't sound quite like himself, and I figured, if Jonathan Bailey had to step back, that Colin Ryan would be taking over his duties.
