Thought it’d be quick, well it wasn’t, I really struggled on that one but happy with the result ! Jean Vic is a dangerous man playing on my mind right now..
Here are the rules visible on the board behind him :
Precinct 41 – Internal Operational Directives
Rule 1. If your detective has gone missing for less than 24 hours, assume they are investigating. After 24 hours, assume they are drinking. After 72 hours, file Form 14-C ("Administrative Concern").
Rule 2. No officer may refer to paperwork as "optional," "a suggestion," or "someone else's problem" while within hearing distance of Internal Affairs.
Rule 3. Property recovered during investigations belongs in evidence lockers, NOT coat pockets, desk drawers, or "temporary personal custody."
Rule 4. A detective may not requisition vehicles, boats, horses, or heavy construction equipment without authorization, regardless of how "important the case feels."
Rule 5. The phrase "Trust me, I've got a hunch" is not recognized as probable cause.
Rule 6. If Satellite-Officer Jean Vicquemare tells you something is a terrible idea, you are required to consider the possibility that it is, in fact, a terrible idea.
Rule 7. Officers found gambling with informants must at least have the decency to win.
Rule 8. Department-issued firearms are not negotiation tools, bottle openers, paperweights, or dramatic props.
Rule 9. Reports exceeding twenty pages without containing a single useful fact will be returned with a strongly worded note and visible disappointment.
Rule 10. Detectives are expected to maintain professional relationships with witnesses. Romantic, financial, spiritual, or revolutionary entanglements require prior approval, which will not be granted.
Rule 11. Any investigation resulting in three or more fires requires a supplemental incident report titled "How Did This Happen?"
Rule 12. Declaring yourself "the law" does not exempt you from department regulations.
Rule 13. Karaoke performed while on duty must not interfere with active investigations. The department accepts no responsibility for emotional consequences.
Rule 14. Officers who destroy precinct property through experimental police techniques will be billed unless the results are exceptionally impressive.
Rule 15. Coffee expenditures exceeding ammunition expenditures during a calendar month are considered normal.
Rule 16. Complaints regarding Satellite-Officer Vicquemare's attitude shall be submitted in writing. They will be acknowledged, briefly reviewed, and quietly ignored unless they concern actual misconduct.
Rule 17. Any officer claiming to have solved a case through dreams, cryptids, supernatural intervention, or "the city speaking" must still provide conventional evidence.
Rule 18. Under no circumstances should detectives encourage civilians to believe the RCM is competent by making promises it cannot keep.
Rule 19. Every catastrophe eventually becomes paperwork.
Rule 20. If all procedures have failed, consult your partner before improvising. If your partner is already improvising, notify your lieutenant immediately.
