If you remember, a few days before the Toronto fan pic, Sam was seen at a concert in Halifax, which is his girlfriend, Steph Bullock's hometown. And Steph has family in Halifax and in Toronto.

As for this pic of Sam Heughan when he was at the Glasgow Commonwealth Games and there looks to be a silver ring on the ring finger of his left hand. 👇

This is not AI generated, BUT rather, someone photoshopped the ring on his finger. You can tell they didn't do a very good job because the silver bled over onto his middle finger. 🤭🤷‍♀️ So, this is ALSO FAKE.
