Don't put anything but water in anyone's eyes for pepper spray. Not milk. Not antacid. Pepper spray is not an acid and a base will not neutralize it. Nothing will neutralize it. You're not trying to neutralize it; you're trying to remove it. That is how an eye flush works. Just flush it out, away from the nose. It'll still hurt for a while even after it's flushed out.
Spray it from a sports bottle, like cyclists use. A nice wide stream will prevent too much concentration of force that could hurt they eye. Don't use a spray bottle. If you poke a hole in a regular bottle cap, try to make sure it's large enough for a good stream of water to push the pepper spray out of the eye.
The eyes will be squeezed shut reflexively. Don't jam your fingers into someone's eyes to open them. Instead, once you have made sure they're not wearing contacts, press your thumb against the lower edge of the browbone aka the top edge of the eye socket, above the eye, and roll your thumb to pull the eyelid up. (If they are wearing contacts, they have to take them out and throw them away. If they can't, then just guide them to safety but do not flush the eyes and do not attempt to remove the contacts yourself.)
Putting antacids, milk, etc into eyes can cause infection, trigger allergies, or scratch the cornea. Use water. It doesn't matter whether it's saline. It doesn't have to be sterile, as long as it's clean enough that it could be used as drinking water.

Sen. Andy Kim (D-N.J.) visited Newark immigrant detention center Delaney Hall amid reports of hunger strikes and inhumane conditions inside.

U.S. Immigration and Customs Enforcement agents on Monday used pepper-spray balls on a crowd of protesters outside Delaney Hall, a privately-run immigration detention center in Newark, New Jersey, apparently injuring Sen. Andy Kim (D-N.J.).
âWhat we saw here is unfortunately just what we see all over the country,â Kim told NJ.com.
The Democratic lawmaker was reportedly attempting to reach an agreement with the officers on Monday to scale down their presence and have immigration advocates, rather than armed ICE agents, inspect any vehicles leaving the facility to check if detainees were inside.
The federal immigration agents began pushing protesters backward instead, firing rounds of pepper-spray balls into the crowd and arresting several people, according to NJ.com. Footage of Kim being treated for the irritant was published on social media.
A spokesperson for the U.S. Department of Homeland Security told CNN that approximately 125 people had âsurroundedâ Delaney Hall, forming âa human chainâ and âblocking all entries and exitsâ in protest amid reports of hunger strikes and inhumane conditions.
The department claimed in a later statement on social media that no individuals âwere directly struckâ by the pepper-spray balls. Kim told NJ.com he had been struck in the hand before inhaling the chemical irritant, causing him to have trouble breathing.

âI ran up and put myself between the ICE officers and the crowd, and thatâs when they started to shoot at us with the pepper balls â as well as using the pepper spray â and were tackling people,â Kim told the outlet, noting that his hand âhurts a lotâ but that this is ânot about me.â
The senator added, âI just wanted to try to keep people safe.â
Homeland Security assistant secretary for public affairs Lauren Bis on Monday told CNN there is âNO hunger strikeâ and âNO subprime conditionsâ inside Delaney Hall, adding âsanctuary politiciansâ like Kim âshould be thanking ICEâ for keeping ârapists, murderers, pedophiles and drug traffickersâ detained.

Mullin on Monday echoed Bis in claiming there are âNOâ hunger strikes or âsubprime conditionsâ at Delaney Hall, condemning Democratic lawmakers who spent the weekend âsmearing ICE.â Kim reiterated to NJ.com that he spoke to detainees directly, âengaged in this hunger strike.â
He told the outlet, âItâs sad, itâs a sad day.â
Terrorist ICE agents pepper sprayed those protesting outside of detention facility Delaney Hall in New Jersey, including Sen. Andy Kim (D-NJ). DHS spokesperons put out lies denying that a hunger strike is ongoing over the subprime conditions of that facility.
