In your headcanon, What if Peeta overheard Katniss's statement that she can "handle him", (and doesn't need Gale)had dark thoughts and tried to remove himself from squad 451 by requesting she just do it? How would Katniss react? (No phone call from Haymitch or before any call)
If Katniss ignores him-Peeta keeps bothering her
If she runs anywhere but the tent-Peeta follows-
If she says she can do it-he tries to get her to do it-
If Katniss says no-Peeta either goes to Gale or complains
If Katniss says she'll do it on her rotation Peeta patiently waits
This is purely speculation, if he were moving around to much I'm an agitated manner like he was about to do something, she would probably try to get ahold of him to try to calm him down or to physically stop him from doing something (with help from the others). If he was merely asking, she would refuse in a way that puts the focus on something else. In fact, when Peeta does ask to be killed in Mockingjay, she says, "It's not about you,” I say. “We’re on a mission. And you’re necessary to it.” However, this would depend on the way he is asking. Is he asking politely? Is he asking aggressively? Is he asking in a way that makes him seem unstable?
Prior to the phone call with Haymitch, she would have still refused but likely in a less tactful way. If she ignored him and he kept bothering her, she might walk away and/or refuse to kill him but saying something cutting.
If she tries to leave by running anywhere (except the tent), I think she would eventually verbally snap at him and say something sharp to get him to stop. If she were to bluff and say she could do it, I think she would refuse by saying something cutting. For example, she may say something along the lines of "I could if I wanted to but why would I help you?"
If Katniss says no and Peeta goes to Gale, I think Gale would promise to do it if it becomes truly necessary but it depends on how Peeta is asking and the situation.If Katniss says no and Peeta complains, Katniss would either ignore him or make a sharp/cutting comment.
If Katniss say she will do it when it's her turn for rotation and Peeta waits, I don't think she'll go through with it. She may delay her rotation, quietly remove herself from rotation, simply refuse to do kill him when the time comes. Depending on other factors, such as how he is behaving at that moment and how many witnesses there are, Katniss can either saying cutting things back or try to talk him out of it. But this is very dependent on Peeta's behavior and who is watching/listening.
