Key Advantages of Near High-Ends Over Previous Generations
Much faster production cycle than true High-Ends → allowed Tomura/AFO to field 15+ of them in a few months.
Start as berserkers but quickly “wake up” and fight like a wolf pack — far more dangerous than mindless Low/Mid-Tiers.
Strong enough to force top-tier heroes (Mirko, Bakugou, Endeavor, Lemillion, Nejire, Iida) into serious combination attacks.
Cheap enough to be used as disposable suicide bombers or mounts (see the Winged Nomu that self-destructed against Star and Stripe).
Why They Are NOT Quite High-End Level
Slightly lower raw power ceiling (a fully stabilized High-End like Hood could probably solo 2–3 Near High-Ends).
Fewer and less synergistic Quirks (true High-Ends have perfectly tailored 7–8 Quirk combos).
Still have the classic exposed-brain weak point in many units.
Intelligence plateau is lower — they become smart, but never reach Hood’s level of cruelty, taunting, or long-term planning.
Ranking of Threat Level (Overall)
True High-End (Hood tier) → walking natural disasters
Near High-End (Jaku & Final War batches) → the “mass-produced apocalypse”
Mid-Tier (Kamino-era)
Low-Tier (USJ-era)
Near High-Ends are the sweet spot Garaki and AFO finally hit: strong enough to fight top pros for extended periods, smart enough to coordinate, but producible in numbers that actually matter on a national scale.
They are the reason Japan lost half its hero force in a single day at Jaku and why the Final War required every remaining top hero plus the students just to contain six of them.
