Now I know what you're thinking, this is One Piece and it's just a silly gag. I agree, the thing that gets me is that it isn't that out of place from what we already know about the animals in this setting.

Laboon can clearly understand human speech just fine. He knows the promises the Rumbar Pirates and Luffy made to him.

Chopper is a reindeer with a human devil fruit who can still speak to animals who often communicate complex topics to him.

The Unluckies are an otter and a vulture that have a high-ranking job in their organization that includes facial recognition, navigation over long distances, and planned attacks.

The voice of all things is an ability that allows people to understand animals, among other things.

The intelligence is already there and I'm just sitting here wondering if all the animals could talk like Pappagu if someone trained them to or they put their mind to it.
