Calibration is priced by the work an instrument requires — bench time, test points, reference standards. It is not priced as a fraction of what the instrument is worth. That single fact reshapes what used test equipment is actually worth once it's tested across a price range.
At one accredited lab, calibrating a $475 Keithley multimeter runs about 12.6% of its sale price, and closer to 23% at retail rates. Calibrating a $78,500 20 GHz oscilloscope runs about 1.2%. Same service, wildly different weight on the sale price.
The counterpoint: large refurbishers like Keysight and Tektronix recalibrate everything on intake regardless of certificate status. For that channel a fresh certificate doesn't save the buyer a cost they'd pay anyway. What it does is narrow the risk that the unit turns out to be a repair job.
