Some ppl shade shoto and say "Katsuki wasn't talking to him" and "why he inserted himself to conversation?.". But they ignore that Katsuki was actually talking about two of his memories that included both Izuku and shoto.
The "kids who are suspended" is about his memory of him and izuku getting suspended (house arrest) after their second fight. The "taking makeup classes" is about supplementary classes him and shoto took together since they didn't get their license.
In other words, He's fondly reminiscing about the times he was a "trouble kid" in UA with both of these two. Periods that led to him getting closer to the two. This is an origin trio moment 😭
