are odd squad agents government agents and why?
how would you fix seasons 4 and 5 of odd squad?

There are quite a few reasons why Season 4's story was bad. One of the most glaring ones is the fact that there is hardly any buildup to it. We get one little tease in the season premiere, as is standard, one mention of a transfer in "A Dicey Situation", and then...nothing until the finale itself. We don't even get foreshadowing bits for Ozzie like, say, Otis shivering whenever ducks are mentioned or Olive screaming whenever she sees pie. 12 episodes just isn't enough for this franchise to make a good mystery with a satisfying payoff, especially with all of the side characters it introduces and OSUK S1 in particular having seven main characters that could have been fleshed out a lot more. I can understand why -- it's mostly British which is famous for short seasons like that, plus the kids TV industry as a whole being as perilous as it is right now, PBS Kids' whole deal with Trump and his minions notwithstanding -- but that doesn't really make it right. I stated before that it'd have been better if this season just had no storyline and was just fun filler episodes, and I'll stand by that. The story is what makes the show stand out and is what draws people in. Some attempts just miss the mark. This was one of them.
The same also applies to Season 5/OSUK Season 2. If Asha Soetan and Alexander Shaw are growing too old for their roles, fine. They can be written out of the show. But to take the focus off of them, especially when the season premiere and finale primarily focus on them, is disrespectful. To beg for a third season/Season 6 by having two characters suddenly appear and take over the show, even more so. They are, in my eyes, industry plants. They were put there so people desire a season with them, nothing more, nothing less. It would be somewhat of a decent decision if they had distinct personalities, but they don't. Omni was going strong in her debut, I really liked her, and then they fumbled the bag by next episode. Osric comes off as more of an audience surrogate, either with the main demographic or the entirety of the PBS Kids section of the office. I don't expect Season 6 to be any better. I expect nothing and I will still be let down.
As for whether Odd Squad agents are government agents...that's a bit of a tricky question. Over a decade ago we had Dalila Bela compare Odd Squad to the CIA and even though it was just an innocuous thing I took it like gospel. Over a decade ago we also had Otto confirm that Odd Squad and the police were two separate entities, which was bolstered by Odd Squad Mobile Unit having an officer from Chicago give a parking ticket to the van. Likewise, Weird Tom calling agents "tax deductions" implies some form of democracy where adults are in charge, and Odd Squad UK had King Charles (not the actual guy, but an actor portraying him) in an episode. So my best answer would have to be no. At best, Odd Squad functions as a police force, which, since it's a police procedural, would make sense. But I wouldn't pin them as government agents.
