It's upper class clothing, because Curze was the ruler of his planet at some point. Nostramo gives off hardcore "victorian crime/steampunk/slasher-horror"-vibes to me, so I created some over the top baroque-victorian-fantasy-stuff.
I bet Gendor dresses like this a lot.
I actually wanted to talk to a biologist about what changes would be plausible for Nostraman eyes. Because I was curious. Thanks to @kyroptera-more-like-chiroptera , whose specialty is evolutionary biology, we ended up with quite a lot of interesting and very plausible brainstorming. I won't reproduce every little detail, since it would get terribly long, but if people want, I can post all the biology details separately.

I'll begin
Perturabo's Empire of Iron
His Empire of Iron would be heavily militarized and chances are that if you're a citizen, you'll work SOMEWHERE within the military industrial complex. However, he would diversify as many planets as he can in terms of speciality so one planet would not starve cause no crops grow there and transports would be severely shortened.
Heavy gene manipulation, both in food and people; certain sequences causing or greatly encouraging crippling illnesses are mandatory to get gene-cropped. Everyone pregnant needs to contact population control authorities for a screening. Only in rare cases is an abortion deemed mandatory.
Generally better quality of living than the average in the Imperium of man; however, work culture can be crushing and free time heavily timetabled. Plus, should an attack draw near, a percentage of the population will be drafted as first wavers or as auxilia. The elite of them constitute the Graphite Warriors which are also sanctioned to use psychic powers alongside (eye of terror based) navigators and astropaths
The Mechanicum is also here, but the scism of Mars caused a huge exodus towards the Olympian subsector where heavily sanctioned AI and a much more moderate religious expression is being permitted. Mostly biologis and enginseers defected
Education is free if you are to move to the militarized or logistical branches. Philosophy and arts? Not so much bruh read a book or sum that's leisure time be glad that his wive convinced him that it improves production value
Konrad Curzes Sonata Nocta
His Empire is basically a bit of a police state obsessed with the concept of justice; within and without. Living would be made relatively well because that discourages crime and arts would be extremely liberal because it's generally therapeutic. Every citizen would have mandatory work to do for their "prime three years", living and working in prime communes for that matter. Again, strenghtening social cohesion, upholding morale but also weeding out those prone to crime to punish very publicly and very severely. Usually there's one fingertip lost for each petty crime, without anesthetics or respite from work/school. For more severe crimes partial flaying, boiling or near-strangling may be applied, leaving the criminal permanently marked and injured, but still functional. Now for crimes like rape and murder, especially repeatedly... once a year a Night Lord will come to a world and carefully torture each of these worst criminals, usually as an unspoken reward, reminding the population that they will end up regretting their crime. Oh, and there's a massive infiltration system reporting crimes in exchange for more free days or something, like the Stasi in East Germany (except there it was money and just a tiny bit of affluence)
Oh, and misreporting crimes... is also a worst crime and you WILL be displayed at some living museum or as study for apprentice torturers which is one of the highest honoured professions
Angron's Rebirth
His Rebirth is only an empire in the most direst of times when they need to be protected from those who wish to conquer, exploit and enslave. Otherwise his system is best described as an anarchist socialist commune system that only really polices the rights of everyone being assured.
Many citizens don't even know that they're in an Empire, so left to themselves they are. This allows for diverse cultures often infighting. However, one must fear the World Eaters should your community start to opress itself or worse, others, in their presence or excellent earshot. But they do not only destroy tyrancies; they also bring the idea of brotherhood and community into the people they visit, often rebuilding their societies with a very flat hierarchy that is hard to break down.
Industry only exists where needed; mostly medicine, food production and building, mainly open communes.
Any aspirations for dominance are to be fought out in one of the many arenas. Deaths aren't too uncommon but this is a part of freedom as well.
Librarians far and wide live as nomads, rarely meeting another World Eater for many years, scanning the worlds they are garrisoned in for psychic signs of man-made suffering.
