There are two things I love about this passage. Firstly it implies that Galadriel's knowledge about Sauron's movements concerning the elves comes from foresight (not from her opening her mind to Sauron as I've seen certain people claim in recent years).
The other thing is that, Galadriel and Celeborn do not take the title of King or Queen (which we already know since they styled themselves as Lord and Lady instead, but the emphasis here is meaningful). They could have. For all intents and purposes they were rulers, but they seem to have known that absolute power corrupts absolutely and they were wise and careful enough to present themselves differently; in a way that was less tempting. By acting as "guardians" of a place rather than as sovereigns, they make a very purposeful choice regarding their approach to "power".

It turns out that Nome, AK ("hometown" to Breezly Bruin and Sneezly Seal) had a military presence going back to the 1898 Gold Rush period, what with disputed claims and claims by the "Three Lucky Swedes" being challenged solely because of ethnicity leading to disorder and violence; to wit:
Fort Davis was an Army post as operated just outside Nome between 1900 and abandonment in 1918, which at its peak was home to 130 infantry troops.
Nome Airport was previously Marks Air Force Base, which operated between 1940 and 1950 but saw its greatest activity during World War II in repsonse to Japanese action in the Bering Sea, in particular the June 1942 bombing by Japanese planes of Dutch Harbour. Numerous Lend-Lease shipments for the then-Soviet Union during World War II passed through Nome.
During the Cold War period, the DEW Line (Distant Early Warning) was a series of military radar installations around the Arctic Circle marked by 60-foot-tall "White Alice" antennae, whose aim was to provide an "early warning" system of possible Soviet missile attacks or air raids aiming at the United States or Canada via the North Pole. Rendered obsolete by the emergence of satellite-based tracking systems starting in the mid-late 1970's, two such "White Alice" towers stand to the north of Nome as a mix of historical monument and landmarks.
