I wasn't sure if you meant names that mean both rose and water, or names that mean either...so I did both. The former was surprisingly difficult and required some creative liberties, so bear with me:
Armeria: a genus of sea pinks, flowers that grow well on coastlines.
Bauer/Bauera: referring to Bauera rubioides, commonly known as river rose.
Camissonia: a genus of primroses known to thrive on beaches.
Rugosa: referring to Rosa rugosa, a rose species known as sea rose or beach rose due to its proclivity for growing on sea shores. The only problem with this one is that rugosa refers to the plants wrinkled leaves, as it means wrinkled in Latin.
Combining water and roses/flowers, we can get names such as Floramar, Marosa, Merose, Rosamar, Rosamarina, Rosaqua, and Searose.
Ros is an interesting one due to the dual meaning of rose and dew. Ironically, though it's short and sweet, I think this is one of the more promising ones.
Botanical names with elements meaning life include Chloe (young green shoot), Laverne, Valerian/a, Verna, Verne, Virida, Viridis (fresh, green; blooming, youthful)
