Awtok is not a real organization. It was a hoax fabricated to scare otherkin, therians, and other vulnerable nonhuman identifying folks, ESPECIALLY ones who were involved with p-shifting/mythical communities.
I was an avian and p-shifter back in ye olde 2013 when the Internet was ripe with awtok rumors and spent a good chunk of my teenage years fearing for my life that they were going to kidnap me and my friends, and it devolved to a point where another friend of ours was fabricating evidence of AWTOK'S existence to scare my flock and I.
If awtok were a real, genuine, organization, the alterhuman community would know by now.
By all means though AWTOK as an urban legend makes for good fiction, I just snagged the url because it's my comedic way of reclaiming a big part of my trauma.
