The linked document is a 1934 hearing before a House of Representatives committee amending the definition of the Federal Motion Picture Commission, which eventually became the MPAA, responsible for defining the rules around “decency” in film and for inspecting and cataloging all films before commercial release. These rules would become known in the industry as the Hays Code.

It is easy to cast those behind any censorship efforts as anti-art or anti-expression. They just don’t get it, do they? I was surprised then to find their description of art to quite well put and kind of beautiful.

“Motion pictures are an important form of art expression. Art enters immediately into the lives of human beings, the presentation of human though, emotion, and experience, in terms of an appeal to the soul through the senses.”

Unfortunately, they wield the important impact of art as an argument for restriction, placing the decision of "decency" in the hands of the few. As we enter a new era of book bannings and other forms of social censorship, it is important tto be aware of the history of similar movements from our past so that we can best address them in the future.
