i'm wondering if its meant to be in-universe propagandizing (as in, not telling the POV characters the truth) when its phrased as if the ultramarines merely chastised the word bearers 40 years earlier, rather than... razing a major city to the ground and killing a non-insignificant number of its residents who had refused to be displaced. because there's a pretty significant difference between those two things. i'd hesitate to call it 'a WB's city' but it basically was, at least symbolically at that moment. the WBs built churches and instructed the people to worship there, after they left the UMs bombed all of them. and everything else in the city. blew up a nonresisting civilian city with such an overkill of force that the flash blinded someone miles away from it. the UMs' stomach ache about having done that, on the emp's orders no less, doesn't really change the fact that they did it. it might actually make the WBs angrier if they knew.

the fact that as-is they all feel kind of weird about Monarchia, while still not explicitly stating what they did there in Know No Fear, makes it almost sound like they just resented being held up as a standard for the imperial truth, which conflicts so hard with their aggressively city-upon-a-hill posturing, that maybe its meant to sound intriguingly out of character. a reason to go read up WBs lore for those who haven't already. or maybe i'm reading too far into it.

Monarchia is a whole nexus of terrible Emperor decisions, but the funniest one is still the way he decided 20 Custodes was the correct number of Custodes to supervise 100,000 Word Bearers.
