Mocho was a founding member of the Sun Pirates, and has thus known Jinbei for many years. The two have always had a friendly relationship. As the smallest of the Sun Pirates, but also the fastest swimmer, Mocho fulfilled the role of scout and messenger, scoping out what dangers might be lurking up ahead in the path of their ship and reporting back so a plan could be formed. In the thick of battle he was able to hold his own, but just barely. Jinbei kept an eye out for him during fights.
Both of them were quieter than the rest of the crew, and as a result would spend a lot of time together in silent company. A strong trust built between them, with Jinbei able to understand Mocho's needs even during times where Mocho was selectively mute.
They are separated for a while after Fisher Tiger's death, with Mocho returning to Fish-Man Island in an attempt to truly overcome his trauma and figure out what he wants from his life, doing courier work to support himself during this time.
The two unexpectedly reconnect during the timeskip. Mocho unexpectedly runs into Jinbei in the Sea Forest while visiting Otohime's grave. During this time Jinbei is unable to enter Fish-Man Island due to his reinstated bounty, so Mocho visits him frequently. Jinbei is able to see a major change in him, how much more confident and strong Mocho has become with time to heal. But this time away has also given Mocho the chance to realize that he missed Jinbei, and moreover that he loves him.
It still takes nearly a year of frequent meetings before Mocho can admit his feelings, but the two are able to share some sweet moments together.
Once Luffy and the Straw Hat Pirates appear, however, things change. Hody Jones's rampage and then Vander Decken's arrival see Jinbei teaming up with the Straw Hats, and Mocho joins the effort.
They spend the night of the banquet together. Jinbei tells Mocho of his unfinished business with Big Mom, and his intentions to join the Straw Hat Pirates after.
Mocho, inspired by the Straw Hat Pirates, wants to do something important with his life as well. He resolves to join the Revolutionary Army… once he can find one of their members to enlist with.
Both Jinbei and Mocho know they won't see each other for a long time, and that both of their journeys will be fraught with danger. They make a promise that when both of them have finished what they set out to do, they will meet again and settle down for a quiet life together.
