West Virginia Gov. Jim Justice ordered all bar, casinos, restaurants, and limited visitor lottery parlors to close Tuesday evening but did include the fact carry-out and delivery services can remain in operation.  The governor’s order is very similar to the one issued by Ohio Gov. Officer of the Year. Wheeling Police Corporal Jason Hupp has been named the department’s 2019 Officer of the Year by Chief Shawn Schwertfeger. Hupp has been employed with Wheeling PD for the last seven years and was previously awarded Officer of the Year in 2016. He is currently is assigned to the K9 Unit, working with his K9 partner, Zero. During the selection process, commanders who nominated Hupp noted his passion and willingness to help people, as well as his dedication to the department and citizens of Wheeling. Hupp also is a team player and is willing to take the extra step. The Officer of the Year award was implemented in 2015 and is designed to properly recognize the efforts of the officers within the WPD. Each quarter of the calendar year at a command staff meeting, nominations are received for the Officer of the Quarter. Each nominee, including the winner of that award, is then eligible to receive the Officer of the Year award. Criteria that qualifies an officer consists of solid work ethic and productivity, contributions toward achieving initiatives found on the department’s strategic plan, leadership and mentoring young officers and reflecting WPD’s core values daily. Council Calls Special Meeting St. Clairsville Village Council is hosting a special meeting at 7:30 p.m. Thursday in council chambers at the city building. The purpose of the meeting is to address the appointment of the city's finance director. The city building is located at 100 North Market Street. The City's Public Works Department wants to inform the public that Mil Acres Drive in Elm Grove will be closed again from 1-5 p.m., Thursday, March 5. The portion of road being closed is between the Elm Terrance Shopping Center and Kruger Street Bridge. This closure is needed to make repairs to a pump station. Attention Taxpayers. A “Meet the Ohio County Board of Education Candidates” forum is scheduled for March 5 at 5:30 p.m. at the Trinity Lutheran Church at 3536 Eoff Street in South Wheeling. The forum is sponsored by the OCEA, the ATF, and the WVSSPA. Law Enforcement. The Marshall County Deputy Sheriff’s Civil Service Commission will be conducting a written exam for entry level deputy sheriff on April 4th AT 9:00 AM at the John Marshall High School football field. Be prepared to take the PT Test and the written examination this day.Please be advised you will be required to have a photo ID at the time of the examinations. Chambers Performing Arts Center. Tickets are $5 for adults and #3 for students. Tickets can be purchased beginning Monday at Bridge Street Middle School or at the Performing Arts Center box office for each performance. “Into the Woods” centers on the baker and his wife, who wish to have a child; Cinderella, who wishes to attend the King's festival; Little Red Riding Hood, who wishes to visit her grandmother; and Jack, who wishes his cow would give milk. When the baker and his wife learn that they cannot have a child because of a witch's curse, the two set off on a journey to break the curse and wind up changed forever. Bridge Street Middle School teacher and Choral Director Julie Schultz selected “Into the Woods” for the theater department because she feels the moral of the story is relatable to middle school students. The story relates the importance of relationships and how people can help one another to achieve a goal. This is the fourth production for the Bridge Street Middle School Theater Department, and it will feature students in grades six, seven and eight.
