Okay so Garaki pretty much caused everything. Because Garaki of Garaki- AFO came back. Nomu and all counterparts Villain Factory Tomura Dabi was able to live and cause trouble. Humarise read his quirk doomsday theory though Dr. Garaki is right The League of Villains only exist due to him. Wolfram due to AFO being alive is why he was such a threat. Nine was a threat because of Garaki and he helped him. Dark Might wouldn't of nearly been able to give as much trouble. Overhaul wouldn't of had is twisted ideals as no orphanage. So yeah all the villains causing trouble are caused by Garaki.
