I wonder if part of the reason that Anders hates Merril so much is because she represents total collapse of the system
Until the end of the game, Anders is still trying to work within the system and it's rules. He's trying to prove that mages aren't dangerous, and therefore deserve to be free. Blood magic is something that he can blame and push away in order to A. Make headway with the templars. And B. Convince himself that he's still in the right, still the "right kind of mage."
I wonder if he was always jealous of her freedom to purely explore her magic, if he ever really wondered that he was being a hypocrite about Justice. I wonder if after the end of DA2 he turned to blood magic after all, because he realized that mages /are/ dangerous. And now they'll be free
