It's not bad art, but it's more of a style you'd find in independent comics than in Marvel comics. I don't know that I've ever seen a Marvel comic that looked like this.

Most of the awkwardness in the Marvel Transformers run is in finding its footing in how to stylize the robot designs (or when contemporary aesthetics takes over like in G2). Here is for comparison:

He is smart as fuck, he's powerful, he's petty, he's manipulative, a bloodthirsty lunatic, a pathetic coward, he's stupid, he's whiny, he kick-started the entire war for clout, he knows who Jesus is and hates him, manages one (1) moment of Altruism, horribly abused that one time, evil and proud, evil yaoi with his rival dictator after levelling eachother's cities.

Despite all of this still manages to bumble himself into a redemption arc somehow. Does entire 180 turns morally when someone is nice to him. Redeemed yaoi with the same rival dictator. Helped kill Megatron. Blew Galvatron out of the airlock. Only Starscream to live happily ever after. Simon Furman really left nothing on the table.

and i can't help but remember that galvatron's raging monster shtick is a bit of an act. but i'm also shocked by how obvious it is, despite most people believing that he's nothing more than an idiotic rage monster

when we get glimpses into galvatron's mind he is a cold, calculating, intelligent strategist (except for when he's legitimately out of his mind, which is fairly rare and most often happens when he's face to face with megatron) who uses acts of intimidation to terrify and manipulate his enemies
