I realized I had forgotten some details in my last ask, it was supposed to read along the lines of: "As a human, would Amber publicly call Gwen 'mom' accidentally, despite the latter still being a Gardevoir." But I can't even get my own thoughts in order anymore.
She wouldn't be afraid to call Gwen mom if she was in her human form in public. In the pokemon world, I don't think people would find it that awful strange, considering some species of pokemon are known to be excellent caregivers that can take on nanny or motherly roles.
Amber calls Gwen "mom" in public, and people just be like, "Awww, she called the Gardevoir mom. That's adorable."
