The image I'm getting here is of people sitting under a ridge or in a cave in a snowy landscape while a blustering snow storm rolls through. The idea is that while these people aren't able to traverse the terrain, they are still able to move around in their little enclaves to take care of themselves while they wait for conditions to change.
Something may be halting your progress or movement in relation to your big picture, but that doesn't mean you can't be making progress regarding smaller details or find meaningful things to do in the mean time. Remember that a moment of apparent stagnancy can actually provide you with the opportunity you need prepare for what's ahead. Even if it doesn't feel like it's helping you in the long term, trust that your experiences now will ultimately help you get to where you're trying to go. Take care of yourself while the storm rolls through, then you'll be ready to go once it passes.
Do not try to stop the storm from coming. Trying to fight the storm just leaves you out in it, which means you're more likely to be taken by it. You can't stop the storm from coming, so hunker down and take care of yourself to make sure you make it another day. Don't fight whatever it is that's keeping you still for the moment. Let it be and wait for it to pass. In this instance, it is better to survive than die trying to fight the inevitable.
