The Avatar The Last Airbender universe should have done their own version of Kowloon. Specifically, they should focus on the part where a city is growing and constantly shifts. You could have the city shift by earth benders. They would shift the ground and streets initially to alleviate traffic and to prevent congestion. But later on, it could be done to accommodate more people and traffic that goes through the city. They could even shift some of the buildings themselves if need be. All sorts of different communities would live there. And despite the city constantly shifting, these communities would retain their own space and still retain their sense of identity. Their sense of identity could evolve as the city itself evolves. These communities would shift and grow but still be grounded. It would be governed in this organic bottom up way rather than top-down rule. It would be this autonomous city that governs itself and the people go about their lives. It would be an anarchist city of sorts. I just think the concept would be neat.
