There is a signet ring that perhaps magically, perhaps otherwise, can’t be faked. Whoever has it is king, but, notably, all communications the king takes are done via blind drops. Reports, missives, petitions and such can only be opened by the king, and the king’s signet can be used for sealing orders and such.
The key is: Nobody knows who the king is by default. They are anonymous, and if someone is openly claiming to be the king, there is a test that can only be passed if you have the signet, and kills you otherwise. Stealing the ring makes you the king, and besides, the ring is still needed to give orders. It’s really whoever currently possesses the ring that can give orders and such.
Corrupt systems create environments in which behaviors once regarded as illegal and immoral, such as lying about elections, stealing from the public, or committing sexual abuse, become normalized.
When this occurs, and institutions are retooled to protect immoral actors rather than hold them accountable, democracy itself begins to erode.
