I got "Street Smart" the Final Fight ROM hack that lets you play as (almost) any character in the game running on my custom deluxe Street Fighter II cabinet and it's cool but has some limitations:
1) You can't pick up or use any weapons as animation for that don't exist for the NPCs
2) You can't play as Poison, just Roxy and you can't choose her colors you can only play as her with white hair and clothes
3) The moves aren't as polished as the player characters
4) it doesn't seem to allow one to clear the game with the NPC characters.. it bugs out after level 5 it seems and starts over at an earlier level
