commissioner wanted Co-Chairmans Scratch and Ollie doing ghost paperwork and June and Reggie helping out with the mountains of papers that need to be done.

Welp, since it's Mermay, it was time to revist my mermaid au and add more to it. I wanted Molly to have a bioluminescent form too, as a nod to her wraith form, although its not as easily activated as Scratch's form is, but obviously more powerful. Also yes, I kept Ollie and June human after some debate.
