I think the word you're looking for is photo retouching or "touch-up" so to speak. It's the act of using penciling or etching in order to make the photographic image look sharper or the individual seem smaller along the waistline for their models.

Yes, they do exist. Though, for our investigations, we always get the original photographic image before it's allowed to be retouched in any way. Our forensics in London have tools to be able to tell if the images have been retouched or not.
