I fully believe that Jaster had zero opinions on the actual governing of Mandalore and saw the position as Mand’alore as largely that of someone who’s there to guide the culture and philosophy of Mandalorians and not, like, the guy determining tax systems.
I also believe that prior to the Clan Wars and the subsequent exile of Death Watch that the rules regarding armor / traditional weaponry were a lot more lax. It would make sense for there to be an extreme pendulum swing in the wake of a civil war, and for the New Mandalorians to only become STRICT pacifists in the wake of it.
